1. We begin with two different layers. One a piece of footage of a dancer shot against a blue background, the other a still image of a sunset. (Download the project file if you haven't already and follow along. Low resolution footage is included.)
2. We then key the blue from the dancer by using Keying>Colour Range Effects and also the Spill Suppressor.
3. Next we Pre-Compose the dancer layer and move it behind the sunset layer. To the sunset layer we apply the effect, Distort>Displacement Map. In this effect dialogue we chose the precomposed dancer layer as the casuse of the distortion, we chose the luminance values and the adjust the magnitude of the vertical and horizontal distortion to obtain the desired effect.
And so, you end up with the final movie:
