What they did for the movie was use neon-orange pieces of gaff tape and lit them with a high powered directional black-light. That really makes the color of the tape stand out, even in shadows. Seeing how everything was going to be black and white the purple cast of the black-light does not matter. Hope this helps!

Why not just key out the blue using keylight then add a white solid underneath?
