Jacob, I had the same question. Read the other comments and you'll see that it is the same as the apostrophe key.
I've taught keyboarding for 11 years and I've never heard it called the "foot key". Our textbook says it is an apostrophe or quotation marks with shift held down.
But don't tell Richard that he's wrong. (just kidding, Rich)
Foot and inch marks near return key. Some call them single double quote but are wrong
