I don't follow that rule quite honestly. The best photographers I use have little or no experience in editing.

Walter a friend of mine has an easy way to save a lot of money in post. He never hires any cameraman who doesn't have extensive experience editing as well. Eliminates a lot of basic stupid stuff right off the bat.
