Not really.... Photoshop Extended has a Lens Blur effect... but its not as good.

I find Photoshop faster at this... plus mor accurate as you can work with channels and gradients. but to each their own.

Great tip, but I just don't understand why it needed to be brought into photoshop... using solids, masks, ramps, and precomps, you could easily do all that stuff procedurally in AE, and would be much easier to tweak, and also do motion for if you were tweaking moving footage (you mentioned the rotobrush, for example... I think it would've been much more helpful if you'd spent the time helping people use masking and rotobrush to alter moving footage).
